3.9d release is the sunset of 3.9x releases, next one will be a 3.9.1x release

Updates:
- KdL kindly worked on Victor Trucco SDRAM controller that was based on OCM 3.7 bringing it up to the needs of OCM 3.9, so features like 1024KB VRAM are working fine now :)
- Hara-san made a fix for z80/t800 core so OCM devices can run Lilly's saga nicely, I've incorporated it here
