Twinkle Star was made with Yoshida Kensetsu, just like Super Zelixer and many others.

The one made with Yoshida Konzern (the most advanced version of the editor, btw translated by MSX Translations) is Lübeck.

Very beautiful game. But like all other Yoshida Konzern games, the instantly recognizable obnoxious Twinkle Star SFX completely destroys the atmosphere. Those SFX should have been customizable...

The BGM seems to be made with MSX-Music.
