Msx2 can have games with fine horizontal scrolling also in screen 5 and screen 8.
They only are a bit harder to be developed, but technically nothing prevents to do good shooters with smooth horizontal scrolling in bitmap modes on plain msx2.

Sure but using MSX2+ is easier ;) . In MSX2 you must use a lot of COPYs and there's almost no VDP capacity for use sw sprites or any other graphic COPY, so you are limited. If I had to do a side scrolling game, I undoubtedly would use a MSX2+.
In any case it's an impressive work.
